Todos Santos, near Los Angeles, is a self-contained city/community with an all-embracing social, economic, and commercial support system. A crisis erupts when three college students stage a prank sabotage attack on the security and support systems in the building. The secret defenses are revealed and the terrorists who motivated the original probing attack prepare a full-scale attempt to destroy the complex.
